I'm afraid there is little one can do to speed up the reviewing process. On the 
other hand the intermediary report has not to be reviewed by a scientific panel 
and thus if there is nothing wrong from the administrative point of view your 
institution gets the second payment. Since you are probably not the only MC 
fellow at the Max Planck Institute the practice in payments should be known. I 
does not understand while they exert a pressure on you because of that. I would 
advise you to explain the situation at your host institution. At the end they 
got the first payment in advance of a year so it should not be a problem to 
wait for the second payment for some months.
