Hi,
Now really I don't understand your host institute - and that for a top level
institute I think. To make things clear: you have a contract with the Max
Plack and with nobody else. The only duty you have towards the EC are the
initial and final reports. The Max Planck in their turn have a contract with
the EC and are therefore responsable for any administrative trouble they
have with the EC. I understand the problem but I think it is not fair of the
host institute to put the pressure on you. Besides I think it will have a
much greater effect if an institute (especially an institute like the Max
Planck) will start complaining than a particular investigator. The institute
can for instance argue that it cannot any longer host MC fellows if payments
take that long - something that will seriously hinder the mobility programme
of the EC. But the institute should again realize that their job is the
administrative implementation of the grant and that your job is doing
research.
