Dutch Presidency Conference on EU policies for brain gain, 29-30september 2004, The Hague

might be of interest to some of you.

Dutch presidency conference on European policies for brain gain

29-30 september, 2004

The Hague, The Netherlands


You are most heartily invited to join us at the conference "Brain gain -
the instruments" in The Hague, September 29 and 30, 2004.

The conference is organized by the Dutch government in association with
the EC Directorate General for Research to discuss the measures proposed
to realise an open European knowledge area for non-EU students and
researchers and an open and attractive labour market for researchers in
Europe.

Some of the issues are:

*       What should be the main elements of European initiatives to
attract and keep highly skilled people?
*       How will the proposed European Community directives and
recommendations for the entry and residence of third country students and
researchers coming to Europe benefit industry, research institutes and
universities and the researchers and students themselves ?
*       How do they relate to brain drain or brain gain in developing
countries?
*       Is there a need for additional measures to enhance the situation
of mutual benefit, especially with the emerging and developing countries,
e.g. by partnerships with source countries, and if so which approaches
should be used?
*       What are the problems concerning the European labour market for
researchers and how can European measures enhance the career perspectives
of researchers?

Venue:

*       On September 29 two workshops on European career perspectives and
on an open labour market for researchers will be held in the Ministry of
Education, Culture and Science, next to The Hague's Central Station.
Participation is restricted to 35 people in each of the workshops.

Please register for these workshops before July 25!
*       Experienced and exciting speakers representing a wide array of
stake-holders contribute to the plenary part of the conference on
September 30, in the Nieuwe Kerk in The Hague.
