Administrative errors in MC actions


Dear Members,

Last February I applied for an Oungoing-International
Fellowship. Friday last week I discovered that my
proposal was transfered to the Intra-European Fellowship
without my knowledge and, consequently, without my
consent. The research propoject was conceived and written
specifically for the Outgoing action so the panel for
the Intra-European fellowship could not have evaluated
my proposal properly.

I have told with Ms Campo by phone but I am still waiting
for a fair answer. I have also sent an email to Ms Leflot
that I have enclosed at the end of my message.

I would like to know if anybody is in the same situation
and what other type of actions should I follow to find out
a solution to this intolerable administrative error.

Dear Ms Leflot,

my name is Antonio Campos and last February I applied for an
Outgoing-International Fellowship (Call FP6-2002-Mobility-6
deadline 12/02/2004) for 36 months. The identification number
of the proposal is 007764 and the acronim ENAGaT (PHY panel).
The proposed outgoing phase consisted of a stay of 24 months
at CERN, Switzerland, and a return phase of 12 months at the
Universitat de Barcelona, Spain.

CERN is an International organization dedicated to the
study of elemnetary particles. Eventhought it is located in
Geneve, Switzerland, this research center is fully elegible
for the outgoing phase because it is considered an International
European interest organization. This is very clearly explained
in point 3.2 'What types of research organizations can take
part?' page 10 of the handbook for the Outgoing-International
Fellowships.

Surprisingly, on 30/07/2004 I received by email an evaluation
summary report of my proposal as if I was applying for an
Intra-European Fellowship. I have told to Ms Campo and she simple
says that the proposal was transfer. I have to state very clearly
that this transfer was done without my knowledge. Of course, the
PHY panel for the intra-European Fellowships has not consider
my application to be elegible for funding for obvious reasons.
The project was not written and designed for the this mobility
action and, consequently, it could not have been evaluated with
equanimity and fairness.

I know, I could have applied for both actions, Outgoing-international
and Intra-European, but because of the characteristics of my
research project, my age and experience, my family status, and many
other factors I concluded that an Outgoing fellowship was more suited
for my proposal. Furthermore, I was several years ago granted with
a Marie Curie fellowshhip in the FP5 and an Intra-European Fellowship
would have not contributed to improve my research carrear plan.

I do not understand what has really happen with my application?
Why it was transfer to a different mobility action that the one
I was applying for? If this has been an administrative error I
personally find it intolerable. I think this is a very serious
issue and I need a fair answer. I hope the Research Directorate
takes inmediate action.
