Hi,
What would happen if all European states would have similar procedures? Then
no-one would be able to hold a university position outside his own country.
To me these procedures are 'import' restrictions imposed by the Spanish
government : 'Let's make sure that no foreigner ever gets a Spanish
university position'.
I think that Mark van Raay has done a great job with his letter to the EC
parlament. Let's hope that the infrignment procedure that the EU has started
against Spain has some result.

Dear all,
Those of the Spanish MCFA list are familiar with this case, I'll shortly
explain for the others. I hold a Dutch PhD title in sciences from the
university in Nijmegen. I am living in Spain and trying to apply for a job
as assistent professor at a spanish university. This means trouble. All (or
most there might be some good ones around) universities and other
government institutes do not accept the foreign title but require a
so-called homologation by the spanish ministry of both the PhD and MSc
title. This procedure costs about 300 euors and takes 6 months at the very
least, usually longer - check the MCFA-ES archives for horror stories on
this subject. The point is, that to my (and others) best knowledge this is
illegal and Dr titles should be accepted in the entire EU. However, when I
try to apply for a job they always exclude me because of this. I am now
going to try and fight it using the SOLVIT agencies of the EU DG Internal
Market. Therefore I would like to know if there is anyone among you who
tried this before and what your experiences are. I am also very interested
if someone has tried to fight a similar problem in Spain or another
European country before. Let's try to break down these mobility barriers!
