She blamed it on the fact that she's Catalan, but apparently it is a more generally applied 'principle' :( I have contacted the legal adviser of the FNAK, the French official organisation responsible for support to foreign researchers in France. I'm afraid to say that he confirms (I'm translating here) that it is still very difficult to have "certain diplomas" recognised throughout Europe. Because although "we" are trying to put in place a European system (LMD, License, Master, Doctorate), it is still for the moment a NATIONAL right to recognise a diploma, or not. So I'm afraid that means that a European procedure will stand little chance on the short term, if this info is correct. There is however a European network of 'Mobility Centres', coached in Spain by the "Fundación Española para la Ciencia y la Tecnología "(FECYT). He attached a list of main mobility centres which I will copy below: maybe that there you can find some useful information, or support. Best of luck!
