Conference "Brain Gain - The Instruments" (Den Haag, 29/30 Sept 2004) - Conclusions and Recommendations

Dear All,

at the end of September a conference under the title "Brain Gain -
The Instruments" took place in Den Haag/The Netherlands. The
conference which was organized by the Dutch Presidency in close
collaboration with the European Commission was preceded by two
parallel workshops at the Ministry of Education, Culture and
Science where the proposed "Code of Conduct for the Recruitment of
Researchers" and the "European Researchers' Charter" were
discussed. Both Magda Lola (Head of the Science Policy Committee
within the MCFA) and myself participated in the events.

The conclusions and recommendations of the conference have now
been posted on the conference web site at

and are also attached to this message. On the conference web site
you can also download the summary of the workshop discussions
(also attached for your convenience) as well as most of the
presentations and speeches of the conference itself. I hope you
will find these documents stimulating and am looking forward to
