Grant procedures and financial regulations in FP 6


Dear All,

below I am forwarding you a message from KoWi's newsletter regarding a
recent document on grant application procedures and the Financial
Regulation in connection with FP6 that has been elaborated by the
European Parliament's Committee on Budgets and Committee on Budget
Control.

The 10 page document is quite interesting (although not really
surprising).

TITLE:            Grant procedures and financial regulations in FP 6

ABSTRACT:         Connected with the reform of the Financial Regulation
the Members of European Parliament Dr. Ingeborg Graessle (D/EPP) and Borut
Pahor (SLO/PSE) have elaborated for the EP's Committee on Budgets and
Committee on Budget Control a Working Document on grant application
procedures and the Financial Regulation in connection with the Sixth
Framework Programme for Research.

Both MEPs critize long time-to-contract periods, the complicated internal
procedures for payment of research grants to project consortia,
exaggerated requirements for reporting and lack of sound document
management provoking additional workload to all actors involved.
