Thanks Dagmar, 

it's good to see that someone actually does something about it! I myself had a few EU projects as coordinator and project member, and it is quite true what they write about the complexity and lack of timeliness of reporting and financing. I had one project being finished in September 2003, and finally (which partly was our fault, we argued with the final distribution of cost from the EU) was paid off in December 2004. This was quite bad for the SMEs in our consortium, since for them, this is also a cash flow problem - we (large research labs) can more easily absorb this. 

I'll write a mail to KoWi and Ingeborg Grässle, stating pretty much the same thing.
