participation expenses

Dear all,

I am at the beginning of my grant the contractor of my project that he 
already received the money for the participation expenses. From the 
Anexes II and III of the contract I understand, even during the outgoing 
phase, this money should be administrated by the contractor and not by 
the host institution. Is that right?
