Intraeuropean fellowships-Negotiation

Dear all, I'm writing concerning some doubts in relation to the contract
negotiations of the Marie Curie Intraeuropean fellowships. In the website
it's stated that the outcome of the selection procedure will be known in
the end of July, and that the negotation phase will begin by the same date.
If I'm finally awarded a fellowship I may have a problem, since it turns
out that I'll be abroad until the 7th of August. My question is: is there
any kind of deadline for the negotiation phase? I've read that firstly both
the Comission and the host centre must negotiate the terms of the contract,
and afterwards the fellows are contacted by the host centre to sign it. Is
this really like that? I mean that in that case I'd be back in my country
soon after the negotiations begin.
On the other hand, how long does the negotiation phase usually take?

Could most of the fellows begin working at the host institution in

 October as stated?

Thanks in advance for your help, I'm looking forward to your answers.

 Best regards,
