Dear Aitor
I am not entirely sure about the outgoing grants, but both for the MC EIF 
and ERG the contractor IS (someone that represents) the host institute. They 
have a contract with the EC and you (the researcher in EC terms) have a 
contract with the host institute. From this follows that the host institute 
indeed handles the money, which does of course not mean that they can spend 
it as they like.
