[MCFA Int] Statutes

Dear all,

Thank you Winfried for giving us all this possibility to discuss the
European issues with such an amazing number of interested persons.

As the responsible for the Taskforce 7 of the UK group I prepared a proposal
for the statutes for the European MCFA. There was a heavy, but creative,
discussion going on, on different levels, local, national and European wide.
I would like to summarize all these new ideas and objections in a new proposal.

I am looking forward for your comments and your constructive critisism.

Current Statutes
================
The statutes at the moment are not satisfying for the following main reasons:
1. The associate members are the most active members, but have no granted
rights at all.The Administrative Board is governing not administrating.
2. Single member can not really control or influence what is going on
3. No single European identity through establishing of national groups
according to national law.
4. National groups have no real influence on European level.

Proposal of a new Set-up
========================

The main parties
================
· All current fellows and former fellows
· European Co-ordination board
· National group committee
· Observer

Members
=======
· Fellow means: sponsored by the TMR program, non-project related fellowship
· Determines main policy in general assembly
· Controls all other bodies through general assembly
· Elects European co-ordination Board in general assembly
· Proposes half of the members of the European co-ordination Board and the
MCFA president
· Elects the observer in general assembly

European co-ordination board
============================
· Represents the MCFA at European level
· Co-ordinates the international work
· Handles administration work
· Responsible for finances

National group committee
========================
· Consists of the representatives from the national groups
· Supports European co-ordination board
· Proposes half of the member of the European Co-ordination board for
election in the General Assembly

Observer
========
· Controls the finances on behalf of the members
· Is completely neutral (not allowed to be a member of all boards etc.)
· Proposes the discharge of the European Co-ordination board
· Has the right to state in his report at the general assembly possible
improvement (aspect of quality improvement according to the idea of ISO 9000)
· Has the role of an ombudsman


Work organisation

· Hierarchic levels, highest is European
· Each level consists of different group of members
· The work organisation is organised by internal rules according to the main
objectives of internal rules
· The main set of internal rules to meet these objectives are discussed and
passed in the general assembly.

Main objectives of internal rules
=================================
1. Creating one European identity
2. Democratic
3. Effective
4. Operative for future needs
5. Flexible enough for adaptation to local needs
6. Provide a long term basis
7. Open information policy
