Dear members of the mailing lists in Sweden and the UK and 
the international mailing list,

First, congratulations to the UK group on their 6th meeting, which 
seems to have been a big success again. 

In the following a few comments on the minutes and Olaf's proposal 
for changing the statutes including amendments on the formulation of 
the statutes text.

1. participation in the discussion about statutes

The discussion on the statutes on national level is important, as it 
can be held in a much more intense way than on mailing lists by 
physically meeting each other for instance on national group 
meetings. Nevertheless the topic is truly international. I suggest 
therefore to promote the use of the international mailing list as 
discussion forum rather than to invite members of other groups to 
participate in the mailing list of the UK group.

2. Administratice board

ADDENDUM to article 10 : 
"The administrative board is responsible both to the General Assembly 
and the board of representatives. It submits at least four weeks 
before the meeting of board of representatives and the General 
Assembly a report of activities"


3. Role of regional groups :

> Article 14 (new): The regional groups shall help to achieve the
> objectives of the Association by providing the framework and
> structures for decentralized activities organized by the members,
> provided that these are compatible with Article 3 of these articles
> of association. Members of the regional groups must be members of
> the Association.
> Acting on a proposal from the Administrative Board, the General
> Assembly
> shall recognize the officers chosen by the regional groups.

REPLACE :
"Acting on a proposal ... regional groups" 

BY :
"The regional groups elect officers, that are recognized by the 
board of representatives and the administrative board"



>  The regional groups shall submit their rules of operation for
>  approval to
> the Administrative Board and shall attempt, within the limits
> imposed by national law, to harmonize them with the rules of the
> Association. 

CHANGE :
".. for approval to the admistrative board and ..."

TO :
"... for approval to the administrative board and the board of 
representatives and ..."



> They shall submit, at least once a year, and one month
> before the date scheduled for the Ordinary General Assembly, a
> report of activities, which will be included in the report of
> activities that the Administrative Board submits to the General
> Assembly and in which it shall justify, where necessary, the use
> made by them of the sums granted to them by the Association or the
> sums that the Association has authorized them to receive on its
> behalf.

REMOVE : 
"which will be included in the report of activities that the 
Administrative Board submits to the General Assembly"



>  all regional groups, whose rules of operation have been approved by
>  the
> administrative board, shall elect one representative for the
> regional board. the rules of operation of each regional group shall
> stipulate the details of the election of the regional board
> representative.

CHANGE : 
"... have been approved by the administrative board, ..."

TO : 
"... have been approved by the administrative board and the board of 
representatives, ..."



>  the regional board shall act as an advisory committee which advises
>  the
> governing board on matters regarding the regional interests of the
> association, with particular reference to the interests of current
> fellows.

CHANGE TO : 
"the regional board shall determine the general guidelines for 
activities of the association. It can delegate special tasks and 
decision power to the Administrative Board.



>  the regional board shall meet at least once a year, preferably by
>  use of
> electronic means such as, for example, electronic conferencing
> systems. the members of the regional board shall elect among
> themselves the regional directors who shall be ex officio members of
> the governing board, according to article 10 of these articles of
> association.

CHANGE :
"... shall meet at least once a year, preferably use of electronic 
means such as, for example, electronic conferencing systems. 

TO :
"... shall meet at least every 9 months"
