[MCFA Int] Statutes proposal

Dear all,

in the last time, there were several proposals made, I just want to include
one more(only some changes).
But first some comments 
Olafs proposal 
+It misses unfortunately a consistent organisation of all groups at the
different levels. Only the highest level is considered.
+It does not include a good mechanism of a control mechanism of a single
member by not establishing an alternative to an observer.
+It does not cope with a protection of minorities i.e. small countries
against a big countries with only 2 members (of at least 10 or so) elected
by the national group representatives.
(By the way, Olaf, as far as I know, I never spoke that 16 regional
representatives should be in the Administrative board.)

Dannys proposal:
I am glad that somebody considered very far democratic aspects and the
practical implications of the European structure. This lead me to an
overhaul of my proposal and to think a bit more about it. Going too far with
this idea it can create a real mess. I.e. assumed there is a Swiss group and
a biology group. The question is who represents a biologist in Switzerland
towards the local swiss government? Unfortunately, the real world is divided
into geographically defined governments, so our structure needs to be
similar (not the same!).

I hope you take a look at my proposal, which I will send immediately to the
responsibles to make it available at the appropriate servers.
