[MCFA Int] Statutes Proposals for the MCFA

And I am very sorry to bother you with another proposal on the future
structure of the MCFA I had already in preparation.

In the light of the forthcoming meeting on the 13th March 1998 in Brussels
to discuss the amendments to the statutes and the future structure of the
MCFA with representatives from the European Commission, members of the
current ?temporary? Governing Board and national group representatives of
the MCFA, the following Discussion Paper intend to find a compromise
between the various current available proposals on the future structure of
the MCFA.

It is important to emphasise that the discussion on the amendments to the
statutes during the next days and in particular the meeting on the 13th
March 1998 will determine the future structure of the MCFA and that further
changes to the statutes are most unlikely because of the complexity of the
legal steps to change the statutes.

Therefore please do not hesitate to forward your suggestions to the mailing
lists NOW that they can be heard before the planned amendments to the
statutes. Your feedback is most welcome to the current discussion on all
national mailing lists and the international mailing list in particular.

Furthermore the paper describes the current evolved structure of the UK
Group, which is a contribution for the planned 'Handbook for National
Groups' of the MCFA.
